Waste management registration with WEQAYA. An approved Emergency Operation Plan. A building completion certificate. And, if your facility uses radiation, a FANR licence. All four appear on the operating licence document list. None is issued by the health authority, and none can be produced by you alone.
Why they decide your opening date
The health authority measures its eight working days from a complete application. An application missing any of these is not complete - so the clock has not started. Because each approval belongs to a different body with its own queue, they do not run down alongside the authority’s time. They run before it.
Treat them as fit-out tasks rather than licensing tasks, and open each file in the week your initial approval lands. Of everything in this guide, that is the change that most reliably moves an opening forward.
